Green Hydrogen: ILF Develops H2 Hub in Jordan

Our consortium partner ILF Consulting Engineers is developing a green hydrogen hub in Aqaba, which supports up to 5 million tonnes of green ammonia per year.

Jordan is taking steps towards a greener future, and our consortium partner ILF Consulting Engineers is playing a central role. Commissioned by the European Bank for Reconstruction and Development (EBRD), ILF will lead the development of a masterplan for a new green hydrogen hub in the Aqaba Special Economic Zone.

A Vision for Large-Scale Green Ammonia Production

As part of the initiative, Jordan’s Ministry of Energy and Mineral Resources has signed memoranda of understanding with 13 international developers aiming to produce up to 5 million tonnes of green ammonia annually. The project includes sites for renewable energy generation (wind and solar), green hydrogen production, and a water desalination plant.
ILF’s mandate focuses on designing the technical and commercial blueprint for shared infrastructure, covering everything from renewable power generation and energy transmission to port logistics and environmental aspects.

ILF’s goal is to provide Jordanian authorities with strategic advice and clear implementation pathways for establishing a viable green hydrogen sector.

Work packages include:

  • Stakeholder engagement
  • Site evaluation and infrastructure design
  • Planning of energy corridors from generation to export
  • Commercial structuring to enable fair risk allocation across project participants
